abstract

臺灣隨著都市化開發愈甚,政府透過河川截彎取直、興建堤防,以堤內新生地作為住宅與工商業用地,人口密集地帶的不透水面積逐年增加,水要排出的難度自然提升,導致因氣候變遷而來的短期暴雨事件造成的瞬間排水系統過載越來越常發生,而水災不僅癱瘓經濟活動,也威脅生命財產安全。

傳統治水上常採行的防洪疏濬工程成本高昂,設施用地也須徵收,都需花費大筆稅金;另傳統水文模擬使用物理模型計算,雖精度不錯,但需花費較長時間運算,且建置 3D模型經費不斐,不是所有縣市都能負擔;但透過2018年g0v summit的機緣,媒合了臺北市政府工務局與D4SG資料英雄一同進行公私協力合作,於2019年進行一系列資料模型發想,獲得了可運用的專案成果。

本Panel希望藉由分享專案現階段成果,以及執行公私協力案件的過程、方法與痛點,並希望與現場參與者交流,讓專案繼續延伸。
