The clash between cultural heritage protection and urban planning in Tainan

常有人說，「要在臺南搞建設做開發，根本跟做考古沒兩樣。」
臺南市區號稱是臺灣的文化古都，因為市鎮開發的早，留有許多歷史積累的痕跡，也讓當今許多土地開發或都市更新的規劃案，都碰上了文化資產保存的議題。如2016年的運河星鑽計畫與舊魚市場保存衝突，西港外環道的開發導致糖鐵鐵軌遭到拆除，諸如此類的案例層出不窮。
2020年是臺南縣市合併升格十週年，我們希望藉由「開發古都？文化資產與都市規劃的碰撞」論壇，從大臺南市現行的「歷史街區計畫」切入，瞭解文化資產和都市規劃如何相互牽制、互相依存。而在兩造的拉扯之中，又該如何建立公民參與的空間，避免官方政策獨斷、少數專家裁定等困局？
台南新芽創辦人，台灣史研究出身，最近努力的公共議題是開放政府、地方政治革新。美食主義者，貓奴。
Jeff Hou is an environmental design and planning scholar who teaches at the University of Washington, Seattle. His work focuses on community design, urban commons, and public space, with edited and co-edited publications, including Insurgent Public Space: Guerrilla Urbanism and the Remaking of Contemporary Cities (2010) and City Unsilenced: Urban Resistance and Public Space in the Age of Shrinking Democracy (2017).
畢業於成功大學建築學系碩士班，曾擔任古都基金會副執行長，現為基金會執行長。長期參與歷史環境保存之研究與推廣工作，並任教於多所大專院校。
